obama and house speaker john boehner talked by phone today about the so-called fiscal cliff-- those tax hikes for most americans and massive spending cuts that will kick in the first of the year unless two strike a budget deal. a republican source tells us that the president has cut his demand for more tax revenue from $1.6 trillion to $1.4 trillion, but the source said that the lower figure is no more acceptable to republicans. but the negotiations continue in private. the united states has a lot at stake in the syrian civil war. president obama has suggested that american firepower might be needed to prevent the dictatorship from using chemical weapons. we've learned that tomorrow the administration will endorse one of the rebel groups that is now fighting to overthrow bashar al- assad. who are these new american allies? clarissa ward found their leader in brussels. >> reporter: moaz al-khatib is the man chosen to lead a newly formed coalition of syria's opposition groups. what does it mean to be recognized by the u.s.? story, we are just learning now that president obama and the white house or rather, president obama and the house speaker have spoken tonight. good news. this after they each fired another shot in the ongoing fight over how to resolve this fiscal cliff mess. cnn is now getting details about two new offers that were made and previously undisclosed, too. they kept a pretty tight lid on them. one of them by president obama, that was yesterday, then a counteroffer by the speaker. that was today. all of this as the president tells abc news tonight that he is confident that republicans will not hold middle class tax cuts hostage. so there's a lot of news that's all of a sudden coming out. after some relative quiet. our white house correspondent dan lothian is on the case and joins me now by telephone, because you've been working your sources. take me into the conversation. all of this breaking late today and it sounds good. it sounds at least like there's some movement, dan. >> reporter: that's right. that's always been the issue, because as you know, it was just last week we were talking

veteran population. we have been involved with the hundred days campaign to house veterans in 2012. president obama established a goal to end veteran's homelessness by 2015 which i think is doable and the department of housing and urban development came together to establish the hud slash veterans housing program which, is models after section eight and san francisco has received 500 of the vouchers to date. we have learned that our chronically homeless veterans were having a difficult time finding apartments in the private marked in fact many veterans have had vouchers issued in 1212 and so what we have here is a situation where we have a federal agency, the mayor's office and housing authority and human services agency who have focused to encourage private landlords to provide housing for these veteran and is a few months ago one of those landlords the owner of 2524 mission street came forward to offer to least his 33 stew apartments which are above the restaurant on joule which, is now the -- restaurant to least those apartments to veterans who have those vouchers and i think fo

means testing and medicare. those are the things that house speaker boehner and president obama talked about in july of 2011. that is going on behind the scenes. that's the sticking issue and so on the debt ceiling. if president obama wants them to give on taxes, he must give on that. if he doesn't, we will go over the cliff and he is looking at a bigger fight in january over the debt ceiling. everyone is focused on the tax issue, but the real focus is what is in exchange for a debt ceiling increase. is it substantial medicare reform? >> i don't agree that the press is not talking about it. we know that is the big battle ahead. i think that part of the confusion and your point, all of these republicans, both those that are elect and control the radio airwaves have all said we are going to see the tax rate for the wealthiest americans go up. for some reason, we can't or we won't any time soon see speaker boehner get before a microphone and say we know this is part of the deal. to that point, what do you make of the negotiations. at least the finger points and i'm not doing this and you

-- but this is a dangerous game. if republicans are serious about pulling a repeat of 2011, obama can't ignore them. since it will wreck immediate havoc on the economy. white house wants at the very least a long-term extension of the debt ceiling in any fiscal cliff deal. the republicans now see the debt ceiling as their own leverage. they're demanding a steep price to include it. who anyways if obama will ultimately go along with something like this. but it is a talk that there is still one crucial way he's at the mercy of republicans. it leaves him with a tough choice. to pay their price in entitlements or play debt ceiling chicken with them again. okay. does it for "the cycle" today.
